       为借鉴国内外先进的景观设计理念和生态环保技术，中新天津生态城管理委员会建设局特面向全球范围，公开邀请具有城市公园相关设计业绩的境内外优秀设计公司或设计联合体参加中新天津生态城中新友好公园景观方案国际征集活动。拟通过此次方案征集活动，体现城市生态景观的独创性特色，将该区域打造成为特色鲜明、极具吸引力、国际化的城市公园。
       In order to draw lessons from domestic and international advanced landscape design concept and ecological environmental protection technology, the Sino-Singapore Tianjin Eco-City Construction Bureau specially for the global scope, the domestic and foreign outstanding design company or design joint participated in the design of the new Tianjin city park landscape plan international collection activities. Proposed through this scheme, reflect the original features of urban ecological landscape, will the region into a distinctive, attractive, internationalization of city parks.
       一、项目概况 Project Introduction
       中新友好公园位于中新天津生态城中部片区，紧邻城市主中心和故道河，是生态城内规模最大、位置最重要的城市级公园。选址范围北至故道河，西至故道河，南至城市主中心，东至中新大道和甘露溪生态廊道，占地面积41.7公顷。现状为荒地和河道湿地，土地盐碱化程度较高。
       The Sino-Singapore Friendship Park is located in central area of Sino-Singapore Tianjin Eco-City, close to the city center and the old courses of the river. It is the most important and largest park of the Eco-City. The scope is north and west Gudao River, south to the city center, east to the ZhongXin Road and the ecological corridor of GanLuXi, The site area is 41.7 hectares. Current situation is wasteland and river wetland, and the degree of land salinization is high.

       二、方案征集主要内容及设计要求 Main Content and Design Requirements
       1、中新友好公园主要包括休闲娱乐、文化体验、观光游览、科普教育、生态环保等功能。公园内设置一处占地面积不小于3公顷的温室，温室采用半地下形式，主要包括新加坡特色植物展示、国际特色植物展示、各类活动以及科普教育等功能。
       The Sino-Singapore Friendship Park mainly includes leisure and entertainment, cultural experiences, sightseeing tourism, science education, environmental protection etc. The greenhouses should be set in the park with semi-underground form, which area not less than three hectares, including Singapore characteristic plant exhibition, international specialties plant exhibition, various activities and science education, and other functions.
       2、公园的功能策划和规划布局应充分考虑后期的运营模式，设置一定的特色商业功能，增加公园的可经营性。
       The functional planning and layout of the park should take full account of the operation mode of the late period, set up a certain characteristic business function, and increase the operational performance of the park.
       3、公园用地范围内西北侧的新津洲应作为生态湿地进行保护性修复和建设，以盐碱地湿地绿化形态为主，限制人的活动进入该区域，为鸟类提供栖息地。
       Park land within the scope of the northwest side of Xinjin Island should be protected as wetlands restoration and construction in the main form of saline wetlands green. It should limit human activities to the region to provide habitat for the birds.
       4、公园范围内已确定启动图书档案馆建设，位于47#地块内，目前已经完成桩基工程施工。37#地块应预留科技馆建设的可能性，38#地块预留建设其他文化场馆的可能性，设计应考虑近远期结合，避免在场馆预留地设计其他建筑物和构筑物，以降低未来增建场馆的工程改动量。
       Park area has been set up to start the construction of the library , located in 47# block , has been completed pile construction now. # 37 block should be reserved for the possibility to construct Science & Technology Museum, 38 # block should also be reserved for the possibility to construct other cultural venues, landscape design should combine near-forward phase to avoid other buildings and structures construct in the reserved space, to reduce the engineering changes for the future venues.
       5、公园设计采用海绵城市、智慧城市、综合管廊、可再生能源等技术，体现生态城绿色环保理念。
       The landscape design of the Park should use advanced technologies such as Sponges City, Smart City, Comprehensive Pipe Rack, Recycled Energy, etc. , to reflect the eco-city green philosophy design concept.

       三、应征设计单位的资格要求 Qualification Requirements for Design Units
       1、应征设计单位须为具有独立法人资格。境内设计单位须具有国家风景园林工程设计甲级资质，境外设计单位须具有所在国家颁发的相应资质，并具有同类型项目的成功设计业绩和在中国的实施经验。
       The design units must have independent legal personality. Domestic design units must have Grade A national landscape engineering design qualification; foreign design units should have appropriate qualifications issued by the country, and have a successful performance of the similar type of project design and implementation experience in China.
       2、设计团队的主创设计师应由主持过多项同类型项目的资深人员担任，并具有较高级别的技术职称/技术职务。须亲自主持设计工作，参加征集活动的技术交底会及现场踏勘、评审会的汇报等工作。
       The chief landscape architect should be assumed by the company’s senior staff whom has charged a few successful projects with the similar type, and has a high level of technical titles. He/she must personally presided over the design work, attend the competition release meeting and site surveys in person and the final experts’ review.
       3、设计团队应由景观、规划、生态等相关领域的人员组成，境外单位设计团队中至少包括一名熟悉国内景观设计规范要求及相关管理规定的成员。
       The design team should consist of professionals in landscape, urban planning and ecology etc. Overseas design team should include at least one member whom is familiar with the domestic landscape design regulations and related management requirements.
       四、报名方式 Registration Form
       有意参加此次征集活动的设计单位须提供以下资料，并将资料信息填写至《资格预审表》（详见附件）：
       The design unit intended to participate in the collection is required to provide the following information, and to fill in t the qualification examination form (see Annex):
       1、设计单位简介；
       Design unit introduction
       2、设计单位营业执照副本及资质证书复印件；
       Design unit business license and a copy of quality certificate
       3、与本项目同类型的设计业绩（包括图片及项目简介，注明是否为实施方案）；
       Design experiences of the same type to this project (please attach pictures and project introduction, mark out whether it is an implementation plan)
       4、项目主创设计师介绍（提供其主持的同类型设计业绩图片）、资质证书复印件（加盖印鉴）；
       Chief landscape architect introduction (provided pictures of Design experiences of the same type to this project ) , Photocopy of the certificate of the chief landscape architect designer （stamped seal）
       5、团队组成（应提供设计团队的专业组成及人员资质及履历）。
       Team composition (please attach the professional composition of the design team, resumes of team members and personal qualification certification)
       有意参加此次设计征集活动的设计单位，请将上述报名资料的电子文件（须加盖本单位印鉴）电邮至承办单位。
       Applicants who intend to participate the competitions shall, as requirement, email the documents to the Organizer (stamped seal).
       报名结束后，主办、承办单位将对报名资料进行资质预审，择优确定3家具有相关设计经验的境内外设计单位或联合体参加此次征集活动，并对获得参赛资格的单位以书面形式发出通知。对于未能入选的应征设计单位恕不另行通知。
       After the registration, the organizers will qualify the registration information for qualification examination, merit based on the design experience of the 3 domestic and foreign design units or joint partner in the collection, and to obtain the qualifications of the units in writing notice. For failed to be selected for the design of the units will not be notified.
       五、时间安排 Time Arrangement
       1、2015年12月15日至12月31日接受报名，报名时间截止至12月31日17：00（北京时间）。
       The design units can apply during the 15th to 31st of December, 2015. The closing date for sign-up is 17:00 December 31st, 2015(Beijing time).
       2、方案设计的时间定为2016年1月下旬至4月中旬，设计周期约2个半月。2016年4月中旬由专家评审委员会进行评审。
       The time for the design of the project is scheduled for the late January to the middle of April, 2016; the design period is about two and half months. The middle of April, 2016 by the expert review committee for review.
       六、费用及奖项设置 Fees and Awards Setting
       各应征单位提交的方案经专家评审会评为合格者，可获得设计费105万人民币（人民币壹佰零伍万元整），包含应征单位完成设计有关工作的全部费用。
       Each submitted scheme is evaluated eligible by jury members, whom will obtain RMB ¥1,050,000, including all costs for the design of the design units.
       本次征集活动设优胜方案一名，可获得奖金税前150万元人民币（人民币壹佰伍拾万元整）。获得优胜方案的应征单位需在中选设计方案的基础上，结合其他合格方案的优点及相关主办单位的相关意见完成综合优化设计工作。
       The competition will set up one winner who will get the prize of RMB ¥1,500,000 including tax. On the basis of the winning design scheme, the winner will optimize and deepen the scheme combining the merits of other qualified design schemes with the comments given by the relevant leaders.
