On November 18, 2007, Premier Wen Jiabao of the State Council and Singaporean Prime Minister Lee Hsien Loong signed the "Framework Agreement between People's Republic of China and Republic of Singapore About Building an Eco City in People's Republic of China". At the same time, Ministry of Construction of China and Ministry of National Development of Singapore signed the Supplementary Agreement of Framework Agreement between People's Republic of China and Republic of Singapore About Building an Eco City in People's Republic of China to specify that the PRC and Singapore would collaborate to establish Sino-Singapore Tianjin Eco-city. It is a strategic cooperative project for both governments to improve the ecological environment and construct ecological civilization. It is a new highlight of Sino-Singapore cooperation following the development of the Suzhou Industrial Park and demonstrates the determination of the two countries in tackling global climate changes, strengthening environmental protection, and conserving resource and energy. The Eco-city will realize the harmonious coexistence between man and man, the harmonious coexistence between man and economic activities, and the harmonious coexistence between man and environment. The mode of establishment and management of such an eco-city is practical, scalable and replicable, which would serve as a model for sustainable development for other cities in the PRC. In light of the agreements signed by the PRC and Singapore, Sino-Singapore Tianjin Eco-city will use Singaporean advanced experience as reference and carry out extensive cooperation in urban planning, environmental protection, resource conservation, circular economy, ecological construction, renewable energy utilization, reclaimed water usage, sustainable development and promoting social harmony etc.
The Master Plan of Sino-Singapore Tianjin Eco-city was respectively worked out by design groups from China Academy of Urban Planning and Design, Tianjin Research Institute of Urban Planning & Design and Urban Redevelopment Authority of Singapore and then was collected to from a final draft. After demonstrations by Chinese and foreign renowned experts, it was deliberated and approved by Tianjin Planning Committee. On April 8th, 2008, Sino-Singapore Tianjin Eco-city Joint Working Committee held its second meeting in Singapore, deliberated and approved the draft master plan. The joint committee decided that both countries would release the master plan for public consultation. After it is revised and perfected, it will be reported to Tianjin Municipal People's Government for approval.
