The plan implements the concept of sustainable development and putting people first, advocates a transport development mode guided by a green transportation system, combines closely with land use, improves the proportion between public transport and non-motorized transport and creates a transportation mode with low energy consumption, low pollution, low occupancy, high efficiency and high service and being favorable for social equality.
In the eco-city, a motor road system and a non-motorized road system are planned. By breakdown, the high-density non-motorized road system threads most residential, industrial and public facilities to create an environmentally-friendly non-motorized space with the greenbelt system, which enables the non-motorized way to be the first choice for residents and to realize the friendly separation between man and vehicle, the friendly separation between motor vehicles and non-motorized vehicles and the friendly separation between noise and quietness.
It energetically constructs a 3-grade public transport service system composed of "transit transport, arteries of urban public transport and sub-branches of public transport" to make a good separation and link between different public lines at different levels and between the public lines and non-motorized transportation system, to satisfy the rapid link among districts and outer surrounding areas. Public stops are set up on the combination of centers at different levels and ecological communities to provide reachable and efficient public transport service in all districts inside the eco-city.
An open area with a width of 50m along the Tanggu-Hangu line of the transit threads 4 comprehensive districts and the eco-core, to closely related the residential area, green area and public facilities at both sides, which will become the main public corridor inside the eco-city, and integrate transportation, ecology, sight-seeing, leisure, shopping and security etc. into one organic whole to form an ecological valley and become an axis of comprehensive function of the eco-city.
