A 4-grade public service system will be constructed, "eco-city center - eco-city sub-center - residential community center - grassroots community center" to well arrange public service facilities that are affecting people's immediate interests such as education, medical care, physical training and culture etc. to meet ever-growing material and cultural needs of the residents and to promote the balanced development of all social causes.
Commercial & Financial Facilities: Commercial and financial facilities are planned to set up on the basis of transit stops and service centers at various levels and to achieve modernization of commercial and trade circulation in an all-round way. The city center will create comfortable shopping environments and handy and quiet break places and become a first-choice area for people to consume in their psychology and concept. The district-level public facility center stresses the development of commerce, trade and finance and provides strong support for forming an eco-city image, collecting people flow and keeping normal living standards. The commercial centers supplemented in the communities are distributed in each residential community and industrious zone.
Cultural & Recreational Facilities: It plans to build sites for large-scale cultural activities such as art gallery and dancing performance halls, which will be distributed inside the city center and the ecological district. Each residential community will be founded with a youth hall and a senior hall for their cultural activities and established a three-grade library system inside the eco-city, ecological district and ecological community. The libraries in universities and research bases will open to the society and achieve the sharing of resources and facilities. Butterfly Cay will see the establishment of ecological demonstration and education base. The Ji Canal Museum and a cultural park will be founded at the southern bank of international ecological forum.
Sports Facilities: to advocate publicize and socialize of sports facilities and to realize the integrated function of one gymnasium. All physical gymnasiums in primary school, middle school and colleges must be open to the public. During the development of the western lot of the Ji Canal Museum, corresponding physical facilities must be arranged. Recreational facilities will be set up according to the needs in each residential area.
Medical Service: to establish a perfect medical care system, a preventive and health care system and health supervision system to ensure the harmonious and healthy development of the eco-city. In the northern area, a municipal-level comprehensive hospital is arranged and appropriate recuperation, health care and recreational facilities are arranged in the coastal area in the north of the former watercourse of the Ji Canal. It plans to strengthen the preventive control of diseases and to adapt to the requirement of handling public health emergencies.
Educational Facilities: integrating with the R&D of environmental protection and industrialized function, it plans to arrange key scientific research institutions and laboratories and establish an International Ecological Sci-tech University (provisional name) in the northern part of the start-up area.
