The plan attaches importance to the equal distribution and share of public resources and the perfection of social security system. It enhances the construction of public service facilities such as physical training and recreation to provide convenient and comfortable living conditions for residents. It pays attention to the weak groups, improves the systems of basic old-age pension, medical care, unemployment, workers' compensation and maternity insurances, reforms the system of income distribution, develops public service programs and boosts the residents' welfare level. It explores housing system reforms, innovates in financial, fiscal and other public policies, optimizes housing resource allocation, establishes scientific and reasonable housing construction and consumption mode and forms a multi-tiered and diversified housing supply system. It arranges different residential forms to meet the need of different groups and constructs a harmonious society suitable for groups with different income, native and nonnative personnel to live and carve out careers. The proportion of economic housing is no less than 20%. It allocates the original rural residents appropriately and the relocation rate is 100% with employment guarantee.
Combining the concept of green transportation with Singaporean concept of "neighborhood unit" and based on the ecological planning idea and the requirement of Chinese community management, the plan forms a "mode of ecological community" that conforms with the requirement of the eco-city, including grassroots community, residential community and comprehensive community.
(1) The grassroots community consists of a 400m×400m block encircled by urban motor vehicle lanes, with complete walking and bicycle lanes inside. The center service radius of the grassroots community ranges from 200 to 300m, which serves about 8,000 people and meets the need of the residents for daily medical care, culture, physical training, and commercial service.
(2) The residential community is composed of 4 grassroots communities, in a 800m×800m block. It is linked up through walking and bicycle systems. The center service radius of a residential community is 400~500m, which serves about 30,000 people and provides services for residents such as daily medical care, culture, physical training, commercial service, finance, post and telecommunications etc.
(3) The comprehensive community is made up of 4-5 residential communities and is arranged according to the condition. The walking system and bicycle system are also linked up to a network. With the transit stop, the center will be arranged with a higher-level management, service facilities and public green area. Its service radius is 800m.
