It is a platform for technologies of independent innovated in eco-environmental protection, energy conserving and emission reducing, and green architecture in China, an R&D exchange and demonstration center as well as an ecologically industrial base at the national level, a window to participate in international eco-environmental development affairs and an ecologically inhabitable model new city.

Major Targeted Industries
Eco-environmental protection industry by transforming sci-tech advancesscientific innovations: to persist in independent innovation as the key link to transform the mode of development, actively develop and extend advanced and appropriate technologies for conserving energy and reducing emissions, substituting and recycling energy and resources, ecological rehabilitation and pollution control etc. Meanwhile, it will found an innovative mode for industry, education and research to develop eco-environmental protection industry and enhance the capabilities of independent innovation, supported by universities and colleges as well as research institutions.
Green building industry: to vigorously develop energy-conserving and environmentally-friendly houses, energetically promote housing industrialization, reinforce the management and supervision on the real estate market and ensure the healthy development of real estate industry.
Modern service industry: to build a financing system for developing and applying ecological technology, shorten the administrative procedures for foreign investment and management as well as foreign exchange, develop a modern system of financial service, perfect the supplementary service platform, and strenuously develop modern service industry such as ecological conference and exhibition, cultural creativity, service outsourcing, distinctive tourism and recreational leisure etc. to form a system of modern service industry with ecological features and to promote the service capabilities.
Land Scale
China remains in a rapid period of urbanization, with a large population, insufficient land and limited resources. To be a paragon of sustainable development in China, the eco-city shall adopt the intensive and compact mode of urban development, take multiple factors including environment, employment, living, transportation, and municipal infrastructure into consideration to explore a development road with Chinese characteristics.
(1) Rule for cluster layout: according to the trip distance of pedestrians and non-motorized vehicle to adopt a clustered arrangement and to divide the boundary of ecological corridors;
(2) Rule for public traffic guidance: based on the mass public traffic system to guide the development of land and improve the development intension around bus stops accordingly;
(3) Rule for mixed land use: to make fully use of current terrains to comprehensively consider land use and traffic organization, through horizontal and vertical designs to reduce the infill of earthwork, achieve efficient land usage and create a luxuriant landscape;
(4) Rule for public profit first: to ensure the publicity and openness of high-valued areas such as the CBD of the eco-city and coastal areas.
In 2020, the total construction area will reach 25.0km2, and the urban construction land per capita will be controlled within 75m2.
Population Scale
To realize the interacting control of the city's industrial structure and population structure; to fulfill all polices attracting quality talents; to relocate the original rural residents properly and provide housing as well as employment guarantee; to reform the way of household register management and decrease the barrier of talent flow to make the nonnative personnel to enjoy the citizen's treatment.
In 2020, the permanent population in the eco-city will be controlled within 350,000. Meanwhile, it will accommodate 60,000 nonnative employees and 30,000 inner temperate consumptive people.
