The TBNA is a pilot zone of China's comprehensive supporting reforms and plays a significant role in reform and opening up as well as independent innovations in the whole country. As an important component of the TBNA, the urban function of Sino-Singapore Tianjin Eco-city must be linked up to the TBNA's orientation. It not only takes the ecologically inhabitable function as one major goal of development, but also implements the concept of ecological economy through policies and measures such as establishing a new-type cooperative mechanism in international technology, economy and trade and founding a financing system to adapt to the development of ecological industries and led by sci-tech innovations, to build a high-level industrial structure, to build a world-leading ecological industrial system and a system of modern service industry so as to become an original place and headquarters for technologies of ecological improvement and environmental protection in the world and become a model area of sustainable development, to improve the service capability, boost up its comprehensive strength and international competitiveness, complement and link up closely with each industrial functional zone, promote the development and opening up of the TBNA and provide guarantee for the reform and opening up as well as independent innovation.
Development Goals
To build a model area with scientific development, social harmony and ecological civilization; to construct a resource-efficient and environmentally-friendly model area; to construct an ecologically inhabitable, internationalized coastal new city with Tianjin regional culture and feature as well as epochal characteristics.
(1) Prosperous and efficient economy: to strenuously develop ecological economy based on circling economy and ecological industries and build an industrial structure focusing on hi-tech industry and modern service industry. Major economic indexes such as the speed and quality of economic development, elastic coefficient of energy consumption, comprehensive strength and international competitiveness etc. will take the lead in Tianjin.
(2) Healthy ecological environment: the indexes including environmental control, ecological rehabilitation, energy conserving and emission reducing, air quality, water environment, and per capita public green area etc. will rank the first in China.
(3) Harmonious and advancing society: to provide good education and sufficient jobs, to establish a perfect social security system, a housing security system and a public service system and to realize the harmony and fusing of all social groups.
(4) Inheritance of culture: to protect tangible cultural heritage and intangible cultural heritage, to blend historic culture with modern culture, and to shape regional feature and cultural taste. To construct ecological civilization and popularize green and healthy mode of production, living and consumption.
(5) Regional coordination: to set up a perfect regional coordinating mechanism in the Bohai-Rim region, Beijing-Tianjin-Hebei area and the TBNA, to promote optimized allocation of resources and to achieve the goal of regional and harmonious development.
