Energy Comprehensive Utilization

In light of the requirement of building a resource-efficient and environmentally-friendly society, the plan vigorously popularizes new-energy technology, enhances energy cascade use, promotes energy conservation, improves energy utilization rate, energetically develops circular economy, pushes clean development, energy conservation and emission reduction, and constructs a safe, efficient and sustainable energy supply system. The carbon emissions per unit of GDP will be no higher than 150tons-C/million US dollars.

(1) Renewable energy sources are preferentially developed to form an energy utilization mode linked and supplemented with conventional energy sources. The utilization rate of renewable energy sources is no less than 15%.

(2) The use of quality energy sources is promoted. It forbids the use of high polluted fuels such as non-clean coal and low-quality fuel to reduce the influence to the environment. The proportion of clean energies will reach 100%.

(3) It makes fully use of architectural energy-conserving technologies and all buildings inside the eco-city will be built according to the green building standard.

(4) It actively applies the technologies such as using heat pump to reclaim waste heat, the electricity, heat and chilled water co-generating system as well as pavement solar energy collection etc. for reasonable coupling to achieve the overall utilization of energy.

(5) It sets up a system for sorted collection, comprehensive treatment and recycling of solid waste and boosts the industrialization of overall utilization of recycled resources.
